
Ghost pokemon form in one of three ways: When a pokemon dies, there is a chance, especially for powerful or strong-willed pokemon has a small chance to persist as a ghost. Or, as with other pokemon, they might be born to a ghost parent.
The third, and most rare kind is spontaneous formation: In places that have seen much death and darkness, and with the proper environmental conditions, (Usually dark and little traffic), a ghost can spontaneously form.
0 is one of those rarities.
Like all members of his race formed this way, 0 formed inside of a display. However, unlike most of his race, this was not a television, rather a computer monitor. This monitor (and it's attached computer) were located inside an old chateau, vacant since the death of it's owner, due to it being held in a highly contentious legal status by his descendants due to an incomplete will.
It was also this status- and his lawyer-held accounts- that Utilities were not disconnected, and were paid without notice on all sides.
As such, most of 0's formative learning and contact with the outside world was via the computer, and eventually, when he understood it well enough, the internet.
He named himself 0 as he was the first sentient being he was personally aware of (he had a tendency to count starting with 0, as he was self-taught via computers, who count in the same fashion), and when he went online and found he needed more than a single-digit name, he created the handle "OldCha152", the first part being a reference to his home, which he had learned via online research had been dubbed by the locals as the "Old Chateau", and when he found that handle take, he appended a sequence of numbers he found appealing for reasons he couldn't name.
Eventually, his existence was noticed by the outside world, Specifically by ghostly investigators that look for such spontaneous formations- though admittedly, he'd managed to evade notice much longer than most by keeping his presence strictly online. They offered him the deal that's generally offered: Adoption into a ghost family, or be evicted with no legal status.
As with many agreements amongst ghosts, the adoption more closely resembled a business deal than any sort of familial arrangement: He's given shelter and education, and is expected to use his skills to benefit the family until he pays off the expense of educating, housing, and establishing his legal identity, with reasonable interest. 0 for his own part has no objection to this, finding it eminently sensible and organized, and allows him to continue doing what he enjoys: working with computers and networks.
However, 0 is no bereft of personal connections; his time online lead him in contact with others of similar interests, and he especially hit if off with someone the handle 'sharpen_face', whom he met once on a forum organizing the preservation of digital history, such as old computer systems and programs that would have otherwise been lost to the march of time. It was that knowledge, attitude and personality what 0 found fascinating. The two of them would often stay awake chatting long into the night, the conversations often only ending when she needed to rest up for work reasons.
Eventually, 'sharpen_face' would expressed a desire to meet in person, a rarity for the Porygon. However, 0 was lacked familiarity with the outside world. “sharpen_face” wasn’t aware of this at the time, of course, which led to this exchange:

<sharpen_face> It's a shame you can't physically enter the computer network like I can, so we can meet "in the data", so to speak.

Thus, 0 met CeeGee digitally, and the two have have been close friends ever since. (It is, ironic to note, however, it was this act that allowed him to be tracked down, not that he regrets it for a second), frequently collaborating in projects, discussing all aspects of life, and sharing entertainment (most often playing video games online). Their closeness is often mistaken for a romantic relationship, but neither regards the other in such a manner, as neither are particularly influenced or controlled by romantic impulse. However, more than once, 0 has posed as CeeGee's boyfriend to dissuade one persistent romantic suitor or another. Rather, they regard it as a deep, intellectual compatibility, capable of insight and ideas together that neither would be able to alone.
