In the Victorian era, all a woman had to do to pass as a male was to cut her hair short and wear men's clothing. This is because of the mindset of the people of the time. It was simply believed that a woman would not do such a thing. Keeping the secret during the war would have been simple as well, as uniforms were rarely taken off. Most of the time when a woman was discovered, it was because she had been injured.

Its not well known that there were civilians that followed Custer's expedition and set up a picnic lunch to watch the battle he had promised.

Cross dressing was a known subject during the Victorian period- it just wasn't a subject of polite conversation because it violated some pretty fundamental taboos of the culture of the time.
