Here is something that i have drawn. I would really love and appreciate it if you could help me improve in drawing Sonic fan-characters. For example, how high up should the muzzle be? should the eyes be placed higher up like in the centre? stuff like that, any tips are welcome =)
Also do the eyes have a rounded end? or just like a long general circle?

I think the eyes should be bigger but keep the inside edge where it is and expand out from there up and out

When I draw a Sonic Character, I generally start with the head, and I start with a simple circle; thankfully, most of their designs are based on basic shapes (Sonic, Circle, Tails, vertical oval, Knuckles horizontal oval). Then basic shapes for the ears, triangles of course, then ovals for eyes (though Sonic's eyes are a bit more tricky, since he has that ONE huge space; practice with that shape over time ^^)

On thing I do suggest is that you try to draw lighter with your pencil. If you press really hard, its hard to erase out the lines you made previously(and can be frustrating). It will help with your over-all look of your artwork, as well as help you draw on a clean page (after erased mistakes of course!)
The more practice, the better you'll get!! I was always advised (and I still draw this way) to draw their overall basic shapes(no matter what you're drawing). then add on the fun features once thats all laid out ^-^

My suggestion is to observe, study, and just keep drawing. Best way to improve is to keep at it.
Sometimes tracing the shape first can communicate things directly to our brain. Some light white paper over the whatever you are drawing.
After you trace it, then try to draw it yourself, while referencing. And a go u between step would be to use a simple grid. It can help you realize proportions easily.
