judging by the caption, my wild guess would be devorce lawyer, but could just as easily on a happier note be probate, or even states attorny, defence and judge.
yet all these assumptions depend on recognizable and to my mind, improbably close parallels, between the cultures of a furry world and those with which we are more familiar. an assumption of cultural universals, which has not always been supported even by our own world. a world lacking instantanious telecommunications, being one even more likely to be culturally diverse. it looks a comfortable office for its principal resident. the byplay between his visitors/guests/clients, could of course be anything. could be a cop, and a p.i., talking shop, and giving cause to the judge for their application for a search warrent.
of course the discussion might not directly be one of legal matters, and the gentlebeing behind the desk could be anything, and the two in the foreground could be, again discussing proffesional matters, and their to make inquiries of him. it does look like a scene out of some sort of classical mystery type story.
perhaps someone not pressent has been injured in an accident, or their missing body found.

I feel like this is something from a drama. The main character (who had a romantic relationship with the female) has done something very grim and drastic to stop something even more grim (at least in his opinion). This is the first meeting after this.
The males are intimidated by the action and now scared of what might happen, but have to remain confident since they are the superiors of the main character.
The female is just blown away with sadness of why it has come so far. And of course her image of the character his heavily damaged.
