Helix Laboratories, which specializes in paleogenetics, has been experimenting with a mutagenic compound in order to bring dinosaurs back from extinction. All of their test subjects thus far have been birds. The goal was to inject the mutagen in its liquid form (it turned into a gas when exposed to open air) into fertile chicken eggs, and incubate them naturally. Their hope was that the mutagen would alter the genetic makeup of the embryos, and baby dinosaurs would hatch instead of chickens. The mutagen was specifically designed (after much trial and error) to give the subjects traits of a tyrannosaurus rex, as that would sell the best when the time came to open their own, real life Jurassic Park-esque theme park (though with much more concern for safety). After several dozen failed experiments, the compound finally did what the team had wanted. Before them inside of the incubator were six newly-hatched miniature tyrannosaurs, one for each egg in the clutch. While in previous clutches the mutagen had been successful in changing the birds, none had lived, until now...
It was now time to ship the successful mutagen to the Helix Headquarters for replication and limited production. The mutagen was loaded into a Helix Laboratories van, and assigned a driver, the Helix intern, Phillip Lewis (seen behind the van in the picture).
The drive was going normally, until Phillip switched lanes to exit. Driving the car behind the van was Amy Smith, along with her boyfriend Michael Kent (both seen on the right side of the picture). For a split second, Amy looked at her phone, which had chimed with a notification. Her eyes were down for long enough that she did not see Phillip pull in front of her. The bumpers of their vehicles made contact, and they both suddenly lost control. Speeding behind the chaos was Daniel Fay and his step-sister Lena Simms (seen in the middle and the left side of the picture respectively). Daniel slammed on the brakes as he watched the van skid out in front of him, but it was too late, and his SUV slammed into the back of the van. Amy's red sedan slammed to a halt as it hit Daniel's car, passenger door to driver's side door. After gathering themselves, everyone exited their cars, save for Phillip: Lena and Daniel through the passenger door of Daniel's SUV, and Amy and Michael through the driver's side of Amy's car.
Meanwhile, Phillip came to his senses, and notices a green gas filling the cabin of the van. "Oh no!" he said in a panic as he realized what it was. His door flew open and he collapsed to the street below. He scanned his surroundings, and saw the four people standing on the other side of the van, but more importantly, he noticed that the impact of the blue SUV had opened the van's doors, and out from the van poured a green gas. "No no no no!" he exhaled. He went to push himself up from the road, and suddenly he noticed what he had dreaded. His hands were already changing...

Ooo I love this. Especially that t rex in the background
Now will the mutagen dilute in the air or will it spread across the city?
Maybe it reacts with oxygen and turns it into more mutagen? (Still breathable of course)
next thing you know everyone in the world is changing...that would have dire consequences...but a lot of people out there wouldn't mind I'm sure :D
