A 30$ Commission for blal13 telling a possible alternative version of "Zootopia", where Bellwether manage to get away with it all, and rule over the city as the mayor.
This starts to have quite the effect over the town...and on her figure.

"You don't understand! I was only trying to protect the city!"
Those was the last words being spoken by the former mayor Lionheart, as he was then being shoved into a nearby police car and taken away into custody.
Thanks to a very intense detective work from officer Judy Hopps and her assistant Nick Wilde, a massive scandal revolving the "missing predators" cases had been revealed.
Turns out all of those missing predators had ended up turning into feral beasts from a medical drug called "Howler", and by orders of the lion mayor they had all been captured and held hidden in a secret laboratory at the Cliffside Asylum.
And while these news and the sudden arrest of Lionheart had been creating quite the shift of suspicion and worry amongst the citizens of Zootopia, there was one individual who was feeling extra pleased with it all.
Dawn Bellwether.
Up to this point this small sheep girl had been working hard as the former mayor's assistant, but with him suddenly taken out of office she was now the one having to be in charge of the whole city.
...just as she had planned!
Spoiler warning, Bellwether had actually been the TRUE mastermind behind everything!
SHE had been the one creating the howler drug, SHE had been the one getting those predators infected with it, and SHE had made sure that her big lion boss was the one ending up taking the blame for it all!
Her whole goal had been to make all her fellow prey species start to fear and distrusting the predators, so having this colossal disaster falling down upon her old boss was just the thing needed to create the chaos from which she could then emerge from as the hero.
Now she was the one controlling the town, but if she wanted to make sure she remained with this sort of power she needed to quickly built up more on this pretend reality.
Holding a griping speech about how the night howler drug was the cause of all their problems, Bellwether said that they would track down and destroy every single hidden laboratory in which the poison was being made.
In reality it had only taken one lab and one chemically educated sheep guy to make the night howler drug, but for the sake of building up the stakes of the operation Bellwether had made sure to have her goons prepare about 20 more "fake labs", to make it seem like a much more larger scaled operation.
The cops wouldn't be able to tell what was a real lab and what wasn't, but the added numbers would do wonders in raising the fear levels of the city.
Another think that only Bellwether knew about the virus was that it was transferred into the skin of a single predator (after having first been shoot out from a gun like a bullet.), but instead the new mayor claimed that she had facts telling that the decease was being airborne.
Therefore she made it mandatory for all predators to remain quarantined inside of their homes, in order to "maximising the security" for all the prey citizens of Zootopia.
Only real exception for this rule was the Z.P.D. predator officers, but even they got required to stay inside of their own police house all the time, and wearing masks when travelling between the station and their homes.
Instead it was the very few prey cops (With none other then the one and only Judy Hopps leading them.) patrolling the streets, and searching for the laboratories.
This was the one thing that had Bellwether slightly worried, since it was the very same bunny cop who had managed to almost single handily discover the caged up predators, and could very well also discover the truth about the night howlers as well.
The very thought of Judy Hopps suddenly knocking on her office doors and wielding a pair of handcuffs for her to put on, had Bellwether stressing up inside, while trying her best to remain looking calm and collective on the outside.
Grabbing a nearby plate of cookies, Bellwether found herself noming a few up. (Despite not feeling that particularly hungry.)
"Probably just to help calm my nerves." Bellwether thought to herself, before noticing that the plate was now completely empty!
"I'm sure this will go over after as few days or so..."
A few weeks had passed, and still Bellwether felt those same small panic attacks invading her, which only seemed to be damped very so slightly by her snacking on things.
As a result the small sheep lady had ended up eating a lot more on a daily basis, leading to her midsection starting to push out in a very noticeable way.
Since all sheep was known for packing a large amount of wool they often came off as "overweight" in the eyes of other animals, so at the very least her added weight wouldn't be THAT easy to notice. (Yet)
But having a slightly larger belly was the least of her problems, as that darn Judy Hopps still hadn't stop being right on her tail snooping around.
Despite all the fake labs having been found, and a vaccine to try and cure the feral going predators (and make all other ones immune) was in the works, that one rabbit girl just wouldn't stop searching for more clues!
Everything had gone exactly her plans, as not only was most citizens of Zootopia starting to feel safe again, but also Bellwether's approval numbers was now on an all-time high for any mayor in history of the city.
All of that could be taken from her in a second, if Judy Hopps manages to connect the dots that she was the big brains behind the whole thing!
"I need to get her to give up on her little detective work! But how?" Bellwether asked herself as she watched with worried eyes a recent interview of Hopps, in which she says that she still "have a few knots in this case that needs to be undone, before I will be fully satisfied."
Upon looking at the interview taking place right outside the police station, Bellwether spotted how in the background a certain paw was moving some blinds out of the way, and a couple of vulpine eyes made themselves very focused on rabbit ahead of them.
Recalling back when Lionheart got arrested there had been this civil dressed fox guy following Judy around, and who shortly after her taking office ended up joining forces right with the bunny gal.
Nick Wilde was his name, and upon being remained about his very existence that same unnerving smile from when she framed her old boss started to show again, as Bellwether was having a very devious idea on how to use the dumb fox to do her bidding.
"I'm going to need to prepare myself private meeting with this sly fox, and make him my prey!" Bellwether said to herself as she took a bite out of a jelly filled donut, clearly now finding eating a way for her to feel more powerful.
Over at his new life as an office clerk at the police station, Nick Wilde started to understand a lot more now how someone like Clawhauser had managed to become such a blubbering mass, as he already had been forced to go up a few uniform sizes since these new changes happen.
Speaking of which, thanks to Mayor Bellwether's new rules that obese cheetah had somehow managed to become even larger and heavier then ever before!
And not just him, as basically all predator officers had found themselves started to get added mass from their desk jobs, with some soon being to big and heavy to even do proper work on the streets anyway.
With this new line of work Nick was very surprised when he was asked by chief Bogo to meet him at his office, and even more so when being told that Mayor Bellwether had requested of him to come over to her office.
"My best guess is that the mayor is asking for some extra protection, but no matter the situation I expect you to take this with at most seriousness, Wild." Bogo told Nick in his usual very stern and powerful voice, as the fox cop wasted no time getting his face mask on, and then heading straight over towards the city hall.
Upon arriving at the office Nick couldn't help but to feel a bit worried, despite him being the natural predator towards miss Bellwether.
Behind the desk Bellwether was indeed waiting on him, along with a plate of cookies resting on her desk. (Which by Nick's own sense of smell, was defiantly freshly baked.)
Trying to not let the smell of the cookies distract him, Nick sat down and tried to keep his cool as Bellwether was assorting amongst her papers.
"Mr. Wilde. I've been calling you over the current situation with the night howlers." Bellwether told the Fox, who true to his role as police said back to her "The Z.P.D. is doing everything in it's powers to make sure all labs are being discovered and taken down, but given the current situation officers like me are pretty restricted on what we can assist with."
"That's true." Bellwether remarked, while keeping an eye on Nick's very bloated belly in a very curious looking way. "If you want a cookie, then feel free to."
"R-Really?" Nick asked a bit surprised, as despite being given permission he couldn't help but feel he was about to do something illegal as Bellwether kept watching him, while he picked up on cookie and ate it up in one big nom.
"You are very close to officer Hopps, correct?" Bellwether then asked Nick, who once more didn't quite followed what the real reason for these questions was, and as such gave her a small "...yes?" in return.
"From what I have heard she has been doing an out most excellent job on this case, preventing the town from being tossed into a complete state of chaos." Bellwether went on. "And I take it she has been sharing plenty of details with you on how her further investigations on the case is going, Mr. Wilde?"
Nick couldn't quite put it why, but the way the small and chubby sheep girl kept talking to him really did make the fox cop get a pretty worrying feeling down his back. (As he started to stuff himself a with a few more cookies to calm his nerves.)
"M-Maybe?" Nick said with his cheeks full, swearing he could see a playful smile onto the short stacked sheep's face as she watched him trying to speak with his mouthful.
"If that's true then that is info that I would highly wish you would share with me, since it could be what would prevent this whole town from collapsing into ruins!" Bellwether said as she stood up in her chair, for the first time really letting Nick see what a fatted up midsection she really had.
"B-But that's..."gulp"...c-classified information, m-miss Bellwether!" Nick said between swallowing his now huge lump of chewed up cookies, before being silenced by the big bellied Bellwether.
"It's MAYOR Bellwether to you!" She shouted while pulling out a sprinkle covered donut from one of her desk drawers, and taking a bit bite out of it while keeping her eye contact with the fox cop.
Nick could only blink in a confusion for a few moments, before then asking out "Wait, you got donuts also?!", as it was clear now his stomach was really doing all the talking.
"Oh, you want one?" Bellwether asked, while making it a real show of trying to eat the thing "sexy" for the fox, while rubbing her round gut. "Then try to be a good foxy and tell me what I want to hear, and maybe I will share some with you."
This really made Nick pretty unsure on what to do, since he knew better then to try reveal Judy's secrets to anyone, but his time behind the desk had really made him quite hungry for more sweets in his life.
Without even realizing it his paw went down to grab another cookie, only to find it suddenly being empty! This was shortly followed by Nick's stomach starting to make loud noises over still being hungry for more.
Watching Bellwether teasing him with that donut really was like her reading his mind, as Nick in the end let out a huge sigh and asked "What do you want me to tell you?"
"That's better." Bellwether said as she tossed the donut towards Nick like a Frisbee, and like a trusted dog Nick ended up catching it in his mouth without missing.
Right then and there he knew that she basically owned him, and that he would be doing anything she asked for without any hesitation.
Nick couldn't help but feel like he had been going back into his old ways of doing other's bidding for cash (or in this case sweets), but for Bellwether his information would be very helpful in making sure things kept going her ways.
As time went on Bellwether would about once a week call over for Nick to her office with updated information, as she in return would reward him with even more sweets to enjoy and fill up his greedy gut with.
In the meantime Judy's investigation would keep running into dead ends with every new clue she managed to gather, being completely unaware that the actual mastermind behind the case was knowing every step she was taking.
Along with that there was also several "delays" on the anti-dote from the night howlers, meaning that the system of predators having to stay at home all the time kept on being the norm for a few more months.
During this time the laziness of the predators had caused them all to start gaining quite the amount of weight, as the "Clawhauser" figure was starting to become the norm.
This also lead many of them becoming completely needed by the prey animals, as they now needed their help to become fed, washed, and even to move around in their own homes.
One very clear example of that was Nick Wilde, who's regular visits to the mayor's office always left him looking to have gained another inch around his waistline. (Being known by the two as her "Feeding Friend".)
This didn't go unnoticed by Judy, who couldn't help but comment on how much noticeably larger her fox buddy had become. (Regulations aside.)
Understandably this made Nick slightly worried about her finding out the true reasons for his gains, but he also couldn't help but notice the slight blushing on her face whenever staring directly at his bulging middle.

After having letting him do that to her for what felt like to long of a time Judy finally pushed him away, as she turned around to ask him what he wanted.
"You just seemed so tense, and I figured maybe you would want a 'neck pillow' to help make you relax more while you work?" Nick joked, as Judy did love the sound of that. (But decided not to let the fox enjoy this more while on work.)
"That's very sweet of you, but I can't let myself get distracted when I am so close!" Judy told Nick, who lost his smile for a moment as the rabbit girl ended up a bit confused.
"Yeah. You've said that many times before, but how has that really got for you?" Nick asked very concerned, as Judy knew what he was going at.
"I get what you mean, but there are simply to many loose ends to just leave this unfinished." Judy insisted. "There are several clues pointing that someone who's had a very high position within the city hall could been a part of it, and that's..."
"Yes, and that's Lionheart!" Nick snapped at Judy, before quickly apologizing for shouting at her.
"I'm sorry, but you have been spending so much time still focusing onto this one thing, while everyone else on the force has moved on to other stuff. All the labs has been destroyed, all the suspects has been arrested, and soon we will have an anti-dote ready to cure everyone. This case is over Judy." Nick said to her with a very great concern in his voice.
"N-Nick. I..." Judy tried to say back, but the fox get going.
"This is all you wished that Zootopia would become. Ever since the quarantine there has been a massive requiting of preys joining the forces. Many species who thinks just like you that they are part of a bigger change. Zootopia is now looking like a city with that same sort of equality between predators and preys, just like you wanted. Perhaps the story this time was so simple that it was the lion mayor who was the bad guy, and with him gone we can finally have our happy ending. Just preys and predators sitting together, and singing 'Kumbaya'."
Judy was quiet at first before then letting out a deep sigh, and responding "Maybe you're right. Maybe sometimes the answer is really just that simple, and I really managed to crack this case months ago."
Nick placed a paw onto her shoulder and told her, "Sometimes not even you are aware of just how awesome of a cop you really are.", before then pulling her close and giving her a surprise hug to his big belly.
"Stop it! You're going to suffocate me!" Judy shouted back sarcastically, before finally managing to break herself free.
Finally being convinced by Nick that perhaps everything we truly over Judy decided to leave her report incomplete, feeling instead that her competence was needed to help solve other cases.
Upon receiving the news of Judy closing her investigation, Mayor Bellwether couldn't help but let out a victorious cheer over her plans finally having succeeded.
Now next to all predators of Zootopia was being to fat to do most things without the assistance of preys, and even with the cure soon being finished the new comfort life would most certainly become the norm.
Though this had also lead to the sheep mayor to end up with the same sort of body shape, as she too now looked like a fatted up wool ball in her chair, still craving herself tons of sweets and junk food even when now feeling totally safe.

Understandably this made Nick slightly worried about her finding out the true reasons for his gains, but he also couldn't help but notice the slight blushing on her face whenever staring directly at his bulging middle.
While seeing her sitting at her own desk trying to piece together what few leads she's got left, Nick decided to sneak up and surprise her in the way he knew she secretly loved.
Judy suddenly could feel the soft belly of Nick pressing into the back of her head, and despite her best attempts the fox cop could see a clear blushing taking over her whole face as she felt his fat gut rubbing onto her.
After having letting him do that to her for what felt like to long of a time Judy finally pushed him away, as she turned around to ask him what he wanted.
"You just seemed so tense, and I figured maybe you would want a 'neck pillow' to help make you relax more while you work?" Nick joked, as Judy did love the sound of that. (But decided not to let the fox enjoy this more while on work.)
"That's very sweet of you, but I can't let myself get distracted when I am so close!" Judy told Nick, who lost his smile for a moment as the rabbit girl ended up a bit confused.
"Yeah. You've said that many times before, but how has that really got for you?" Nick asked very concerned, as Judy knew what he was going at.
"I get what you mean, but there are simply to many loose ends to just leave this unfinished." Judy insisted. "There are several clues pointing that someone who's had a very high position within the city hall could been a part of it, and that's..."
"Yes, and that's Lionheart!" Nick snapped at Judy, before quickly apologizing for shouting at her.
"I'm sorry, but you have been spending so much time still focusing onto this one thing, while everyone else on the force has moved on to other stuff. All the labs has been destroyed, all the suspects has been arrested, and soon we will have an anti-dote ready to cure everyone. This case is over Judy." Nick said to her with a very great concern in his voice.
"N-Nick. I..." Judy tried to say back, but the fox get going.
"This is all you wished that Zootopia would become. Ever since the quarantine there has been a massive requiting of preys joining the forces. Many species who thinks just like you that they are part of a bigger change. Zootopia is now looking like a city with that same sort of equality between predators and preys, just like you wanted. Perhaps the story this time was so simple that it was the lion mayor who was the bad guy, and with him gone we can finally have our happy ending. Just preys and predators sitting together, and singing 'Kumbaya'."
Judy was quiet at first before then letting out a deep sigh, and responding "Maybe you're right. Maybe sometimes the answer is really just that simple, and I really managed to crack this case months ago."
Nick placed a paw onto her shoulder and told her, "Sometimes not even you are aware of just how awesome of a cop you really are.", before then pulling her close and giving her a surprise hug to his big belly.
"Stop it! You're going to suffocate me!" Judy shouted back sarcastically, before finally managing to break herself free.
Finally being convinced by Nick that perhaps everything we truly over Judy decided to leave her report incomplete, feeling instead that her competence was needed to help solve other cases.
Upon receiving the news of Judy closing her investigation, Mayor Bellwether couldn't help but let out a victorious cheer over her plans finally having succeeded.
Now next to all predators of Zootopia was being to fat to do most things without the assistance of preys, and even with the cure soon being finished the new comfort life would most certainly become the norm.
Though this had also lead to the sheep mayor to end up with the same sort of body shape, as she too now looked like a fatted up wool ball in her chair, still craving herself tons of sweets and junk food even when now feeling totally safe.
Honestly, she was the one in control of the whole city now.
If someone had a problem with her added weight then she wouldn't care less.
"Only shows I've got a MUCH larger slice of the pie for myself to enjoy!" Bellwether told herself, while rubbing her now enormous stomach and enjoying another stack of muffins.
