From all accounts, the Kami War (the conflict OG Kamigawa block centered around) was something that takes place far, FAR into the multiverse's past, given that a central part of it is about the Kami War, an event that takes place a fairly long time ago in the past.
the Kami War's end was thanks in large part to a Ronin and Con-man by the name of Toshiro Umezawa, who helped with stealing That-Which-Was-Taken from Lord Konda in an attempt to calm the rage of O-Kagachi. after these events, he was sent by the Myojin across the blind eternities to Madara on Dominaria. although dates are not exact, this occured at least 300 years before the Mirage war, which took place in 4150 AR.
The Mending of Dominaria, the event where many of the planeswalkers at the time gave up their sparks to keep dominaria from tearing itself apart with time rifts, occured during 4500 AR. This is what resulted in Planeswalkers becoming 'nerfed' across the multiverse, losing their godlike powers and immortality. several planeswalkers have had the chance to grow to adulthood in this post-mending multiverse. Gideon Jura, Jace Beleren, Chandra Nalaar... heck, even possibly Nissa Rivane have all had chances to grow up in this post-mending world. The only reason Teferi and Jhoira of the Ghitu remotely have their youth is because Teferi learned de-aging magic or some shit. Liliana Vess only kept her youth because she made a pact with 4 different demons across the multiverse!
So, by my estimations, there's been almost a thousand years in Dominarian time (their years are 433 days) from the Kami Wars to the modern day. Hell, even the planeswalker Tamiyo was born and had her planeswalker spark ignite after the mending and WELL after the Kami War.
There are only two ways unto which I see Ink-eyes being alive in the modern day of Kamigawa, which I imagine is what we are exploring, given that the promo art is NOTHING Like the Kamigawa of eld.
1.) the pitlord Kuro is powerful enough to have kept Ink-eyes alive for over a millenia, trapped in eternal servitude to the Oni for whom she sacrificed her master to...
or,
2.) Because the form of Ninjutsu that Ink-eyes practices is Necromantic in nature, she's become a lich in the modern day of Kamigawa and is thus going to have the creature type line of Zombie Rat Ninja.

All true more or less but you forget one thing. Ink-Eyes.. is not just another mortal from a thousand years back. She's a Servant of Oni.. one bound to the Oni.. not a spirit herself.. but probably entrapped soul or otherwise to such.. [if what I recall on her lore is right] It's possible we could see a return of her.. as a spirit or other being of that nature. Her continue post life servitude. Flesh gone.. over a milinieia or centuries but her soul, spirit.. essence still about. How.. well that depends on how thigns go in Dynasty..

I kinda doubt she will be anything more than a reference, if even that... but i'm REALLY hoping they at least keep the nezumi (and orochi and other races for that matter) a big presence and not just make it super human focused like they tend to do with everything nowadays...
