In some loops, Frisk didn't do very much for a long time. For one loop, he simply decided to stay with Toriel. Why? Because he wanted to see if he could live with her... to make a lonely woman happy. To some parts dismay, and some parts relief, it worked. She didn't just warm up to Frisk, she began to smile more; to make jokes, to laugh more even when they weren't making jokes to each other. She even began to treat the other monsters in the ruins with greater compassion... even her anger over Asgore slowly dissipated over time, now that she had a child to care for; to bring her love back to the forefront.
He knew things were just about perfect when one night, after many nights with her, Frisk approached the woman; feigning a nightmare. Toriel smiled, a brilliant, bright smile he had never seen before in its fullness from the boss monster as she held her arms out to bring him close. He rest against her, well cared for fabric of her robe touching his cheek, and she leaned back to hold him tight, but gently.
"Frisk..." She sighed, holding her precious child to her chest and running fingers through his messy, unkempt hair, "I have no idea what I have done to deserve such a wonderful human like you to pull a silly old woman out of her misery, but you're here now... and I would never, ever leave you."
He dared to ask the question. "If I wanted to get out of here... would you come with me?"
She laughed, a soft and gentle laugh, "You are the first one to ever ask me that. Everyone else simply wanted to leave, like I never mattered to them, but you...!" Her claws were sharp like all boss monsters, but she used them as a tool of her affection, running them along his spine in such a perfect way to make him shiver in bliss. "...And you're right my child, I have been here for far too long; hidden away from the world." A short glance to the fire, and it burned brighter. "If you ever wanted to leave the ruins, I wouldn't stop you. This place is so small, and would do anything to make you happy; to become a brilliant, intelligent human I've always known you can be, even if it means going out to him..."
A moment of tension; Frisk thought the anger would come back and he held on tighter as though he could smother it completely with his love. But he didn't have to worry, Toriel's anger left as soon as it arrived, replaced by that same love, now burning brighter in her than before. She pulled away just a little bit... and Frisk only barely noticed the light touch of his adoptive mother's lips on his forehead. She spoke again, softer as if overwhelmed by her own feelings. "I love you so much my child, never forget that... and for you I would face my fears head on, now and forever... I owe you and my people that and so much more."
She held him close once again, and Frisk almost cried in happiness. "I will make the decision for us. Just a little longer my Child, and we will leave together." That was when Frisk knew...

This was before she came to resent Asgore...
As long as there was light in her Heart, the darkness in Toriel could not consume it.
And that would be enough for him to move on and continue searching for how to save her kids.
