It's Lady Alcina Dimitrescu from Resident Evil Village with her huge, massive, round, protruding hat. I wonder why she became as popular as she did! We may never know!
I'm very happy with her expression, i wanted her to look like she's chilling in a room in her castle somewhere and just kinda faintly hears Ethan in a different room smashing her antique furniture and shooting things. Again.
I took some liberty when sculpting her necklace, it's just way too small and her insignia just happens to be the most complex thing ever. I kinda vaguely painted it on the base but even that is just a rough approximation.

Oh wow this is a gorgeous bust. The crest on her base is especially lovely. You did an amazing job on the paint and sculpt work for her. The iconic wide brim hat and her ivory white gown. Most especially those claws.

I'm curious how did you work the crest on her base and what materials did you use to sculpt the bust? Most importantly, how'd you work the hat brim and claws?
That's all different stuff! So first of all the base is all painted. When i have a pattern like this that i cant free-hand i paint it out and thenuse coal- paper to put the outlines on the base and then well.. color it in :D
The brim of the hat is a material called Worbla, which is kind of like a plastic fabricy kinda thing that you can shape with heat and that holds it´s shape once it cools down. It's really great for stuff like this because it doesn't break! I sculpted the whole bust out of Super Sculpey but when you make it THAT thin it would just crack so that's why i used something else there. The claws were cut out of a sheet of plastic, then glued to the super-sculpey fingers and the whole hand was dipped in resin to make all of that one fairly sturdy unit. It took me a bit of thinking and experimenting before i worked that out haha :')
Another material i used was CosClay, which is very similar to super sculpey only it stays very bendy and flexible after being in the oven. That's what i used for the rose petals for example so that if something hits them they just bounce back and don't crack.
