The name Ombro comes from the word "ombrophobia," which is the fear of rain. I thought it was perfect for a dolphin, because they have blowholes which can squirt rain.
Along with Dogree, Ombro is one of Reptu's nemeses. But, there's a key difference for Reptu's perception of these two: Dogree is a rival Reptu doesn't want to face, while Ombro is a rival he does. It's because Ombro challenges Reptu at something he loves: puzzles, chess, just being smart in general.
Reptu has his team of treasure hunters (which includes Impax, Sailz, and Soom) while Ombro has his. What makes Ombro a villain is his treasure hunting team's values. Reptu's team finds treasures to protect them, and donate them to museums, all for the good of the public and uncovering the history of this amazing, fascinating anthro animal society they live in. However, when Ombro finds these treasures, he destroys them by selling them for parts in the black market. Seriously, Ombro presents a risk for the society's history: once the past is destroyed, it can never be retrieved.
As for Ombro's personality, he's eccentric, always in a strange place deep in his thoughts. Rarely is he ever silly or happy. Some things do make him smile, but nobody knows why he smiles or how to make him smile.
When he wants to get in a deep mood, he'll just cause his own rain constantly with his blowhole. The water leaving his head can be a little analogy of how quickly he is discarding thoughts in his mind. Whatever he imagines with abstract concepts is goes beyond the depths other anthros have accessed in their own minds. It's actually scary to Reptu and his friends how smart he is and how fast he can run through problems in his mind. They may never know what goes on inside this dolphin's brain.

You know, Ombro might give you a very difficult task for you to try someday: giving him an anthro body. I am also saying this as a reference to the fact that he loves to challenge Reptu and his gang with tests.
Haha, yes, you got that right! I'm actually thinking of giving him legs, even though dolphins don't have them. My OCs do live in futuristic times, so it could be a possibility then.
Nice choice for an animal! I don't really see many aquatic animals, and the use of a dolphin for a smart character is a nice bonus.

Hm, these are interesting associations to other characters you've made from mine. I can see why you're thought of penguin and Mysterio. And I'll have to think about that- drawing him in different stages of his life would certainly outline his story in a compelling way.
