Equestrian technology isn't advanced enough to directly interface with the brain yet so they have to use the nerves in a set of limbs.
The wings are the only choice really, it leaves the pilot with their hands intact and allows them to use much of their natural reflexes and intuition.

I gotta say, I'm really liking this idea! She looks totally badass! And I really like what rocroldis said about the tech wings. It would be a cool substitute for feather wings. Maybe something holographic or fiberglass panels.
