Besides trying to figure out what pumped up kicks mean, my brain says it means inflatable footwear... now if we could have inflatable underwear to .D.
"Pumped up kicks" in the most common parlance means "fancy children's shoes" which were, at the time (ie the 90's/00's), frequently slightly inflatable. The pump was in the tongue of the shoe, and the inflatable bit was usually in the lining or sole, to adjust the fit, snugness, or ride. See "Reebok Pump" shoes.
The exact phrasing is most commonly referenced from a song "Pumped Up Kicks" by the band "Foster the People" which is an upbeat, jammy song that people generally ignore the actual lyrics to... which is about a poor kid getting frustrated about being poor and talking about going on a school shooting rampage targeting the rich kids, kids with 'pumped up kicks'. This is amazing! It might be silly to say, but honestly, I can't get over those shoes~ There's sooo much detail. The line work is so smooth, too. And the shadows and highlights..! All of it is just so good! I've always been a fan, but this perfectly demonstrates why I'm a fan
