With some serious breath holding practice by Goodra, she achieved a double-digit record, giving her and Garchomp plenty of time to be together on each of her dives. Even now, she's not going to stop training to stay with him longer and longer!

Yeah, may not be a canon thing that they can't breathe air, but I felt like having that be the case anyway. Now that I think about it, I'm not sure there's normally ANY Pokemon that can only breathe water.
The closest is Dracovish, which is confirmed to be a pure water breather, so it might depend on the fish? I dunno.
