Inevitably after receiving a birthday gift of tickles, a dragon would want to express his gratitude by returning the favour. Though given the sheer amount of victims tickled over the years, likely Benjay would by now have quite experienced in resisting puppy dog eyes, so I imagine that despite the cuteness of the display it's unlikely to be particularly effective. As a precaution though, a sock might work as an effective blindfold with the assistance of a little duct tape to keep it in place.
With another sock available to serve as a gag, I suspect it will then be a case of feathers being slowly brushed over the soles, particular attention being given to the padded areas of the heels, balls of the feet and toes, as well as between the toes. That hole in the knee of the jeans would also provide some handy access, given that the knees can be another potential tickle spot with a little gentle squeezing.
