My Answer will be the same for both: Flash. Since I started, I've used exclusively Flash. The first version I used was MX, but now I use Flash 8. I tried CS4 for a while but I wasn't a fan. The program got too bulky, I felt, and the laggy speed was not worth the features I never used anyway. If there's another program out there that's better, I haven't used it.
