Judy Reinard is a United States Senator for the State of Zootopia. She was elected to the Senate in 2022, her first-ever campaign for a political office. A living proof of the saying "in America, anyone can be anything," Judy is the first fox, the third female Predator-Carnivore, and the twelfth Predator-Carnivore to serve in the Senate, and is the Golden State's first Predator-Carnivore, first Generation X, second Asian-American, second Jewish, and fourth female senator. As Judy serves with Senator Robert Wolfe, Zootopia is the first and only state to be represented by two Predator-Carnivore senators.
Born September 30, 1980, in Bunnyvale, Zootopia, Judy's dad flew fighter jets in Vietnam before becoming an airline pilot, he later became a successful entrepreneur and the co-founder of EcoFood, a biotechnology company specializing in plant-based meat. Judy's mom, an immigrant from mainland China who moved to the U.S. in 1972 when she was 16, is a renowned ceramic artist and a globally-recognized carnivore rights activist.
Judy attended a public high school, the Theodore Moosevelt High School, before studying at Hoofstraten State University, Zootopia's largest and oldest historically carnivore university. Judy graduated from HSU with a degree in physics in 2002, she was among the top one percent of her class. Before then, Judy asked her parents to allow her to serve her country in the Navy as her father did. They approved and Judy went to NAS Pensacola, where she overcame all stereotypes and barriers to become the United States Navy's first-ever vixen aviator after completing two years of training. Fueled by patriotism after the 9/11 attacks, Judy flew the F/A-18 Hornet fighter jet in Afghanistan, Iraq, and Syria, during her six-year career in the Navy.
It was in 2010 that Judy opened a new chapter in her life. She resigned from the Navy and moved to Bunnyburrow, and she became an airline pilot for Pacific Western Air Lines. Since her childhood, Judy has been aware of the injustice experienced by Predator-Carnivores across America, and the world. With her having a stable, more-than-enough source of income, and wanting to make the world a better place for everyone, Judy regularly donated to and actively participated in the Carnivore Lives Matter (CLM) movement, eventually becoming the secretary general of the state chapter of CLM in 2018. In 2020, when interspecies tensions, predator discrimination, and anti-carnivore hate crimes reached an all-time high in America, Judy gave a Congressional testimony regarding the danger of prey nationalism and herbivore supremacy in every aspect of life. This inspired her to run for Congress. Judy believes that as a lawmaker, she can help make America a safer, better place to live for all regardless of species, by dismantling systemic, institutionalized speciesism.
In 2021, Judy launched her campaign for the U.S. Senate. Despite being outspent by career politicians in the Democratic primary, Judy won the nomination with 68% of the vote. And in the 2022 election, more than 15 million Zootopians elected Judy to represent the Golden State in the United States Senate. She was sworn in on January 3, 2023. Judy succeeded Senator Dianna Feingold, who she considered a mentor. Judy's hard work in the Senate led to Zootopians electing her for a second term in 2028.
Although Judy is elected as a Democrat, Judy serves as a Zootopian, and most importantly, an American. Judy is a progressive, and to her, that means bringing progress, justice, and future to everyone in Zootopia and America. Judy currently serves in the Committee on Armed Services, the Committee on Foreign Relations, the Committee on Homeland Security and Governmental Affairs, and the Select Committee on Intelligence. Judy is a member of the Congressional Progressive Caucus and the Congressional Carnivore Caucus.
Unlike her primary opponents, Judy hasn't had to "evolve" on issues. She is and always has been a progressive. And Judy is of the 99%, by the 99%, and for the 99%. She doesn't take donations from millionaires, special interest groups, corporations, and PACs. Judy is 100% funded by people like you and she works tirelessly for you. She isn't a simp of big oil, big pharma, big tech, big bank, big military, big business, and big everything. As the only true political outsider ever elected to represent Zootopia in the Senate, Judy is uniquely qualified for her role. She isn't beholden to special interests, rather, she serves only for Zootopians. And Judy didn't spend her career seeking and wanting power, instead, as an aviator, she saw clear, blue skies full of opportunities. Judy isn't a politician after all, she's a fighter. Judy was ranked #3 in Carni News Network's "10 Trailblazing Carnivore Leaders" of 2023 thanks to her leadership and fight for species equity in the Senate.
Judy is also more than willing to work across the aisle to deliver real results. She was named the "top negotiator" of the 121st Congress by Politica, thanks to her ability in bringing two opposites in Congress to confront the People's Republic of China, lower health care cost, and secure historic investments for infrastructures in Zootopia and across America. Notably, in August 2030, Judy joined the other four Predator-Carnivore Senators in the 121st Congress: Sen. Steven Armstrong (R-CO), Sen. Tony Fang (D-HI), Sen. Henry Grizmann (R-AK), and Sen. Robert Wolfe (D-ZA), in accompanying President Elyse Wilfred to the first summit of the Global Carnivore Leaders Forum in Deermingham, UK.
As Senator, Judy visits each of Zootopia's 60 counties every year and Judy can be reached on social media so she knows what's in the mind of Zootopians, these are her efforts to make the government more accessible and approachable. Judy is always optimistic about the future, and she believes that while significant progress has been made in the field of species equity, a lot more could and should be done, and she's here to help realize our Founding Fathers' vision of a United Species of America.

• An economy that works for the 99%
Let's face the truth: trickle-down economics is a lie. It doesn't work. The wealth never trickles down. Instead, it stays on the top. Judy's vision of an inclusive, fair, and just economy is middle-out and bottom-up economics. Tax cuts for the middle class and small businesses, and tax raises for the rich and big corporations are important policies to pursue because they help promote economic growth and reduce income inequality. By providing tax relief for middle-class families and small businesses, they can have more disposable income to spend on goods and services, which can drive demand and spur economic activity. At the same time, raising taxes on the wealthy and powerful can help fund important public investments in areas like education, infrastructure, and healthcare that benefit all Americans, while also reducing the concentration of wealth at the top.
Tax cuts for the middle class can help reduce the burden of rising living costs, such as housing, healthcare, and education, which have become increasingly unaffordable in recent years. On the other hand, the rich have seen their income and wealth grow at disproportionate rates over the past few decades, making it reasonable to ask them to contribute more to support the common good.
As president, Judy will support a tax policy that prioritizes the middle class and small businesses and promotes a more equitable distribution of wealth that can create a stronger, more stable economy and a fairer society for all. • Medicare for All
The United States is known for having one of the most expensive healthcare systems in the world. Despite this, millions of Americans are uninsured or underinsured, unable to afford the medical care they need. The COVID-19 pandemic has only highlighted the inadequacy of our current healthcare system, with millions losing their jobs and subsequently their health insurance. It's time for America to join the rest of the developed world in providing universal healthcare coverage, and the best way to achieve this is through Medicare for All. Under Medicare for All, every American would be covered by a comprehensive healthcare plan, regardless of income, employment status, or pre-existing conditions. This would eliminate the financial barriers that prevent many Americans from accessing necessary medical care, and ensure that everyone can lead a healthy life. Furthermore, Medicare for All would reduce administrative costs and the need for private insurers, allowing for a more efficient and streamlined healthcare system.
Republicans often claim that Medicare for All would be too expensive, and would require significant tax increases. However, studies have shown that a single-payer healthcare system would be less expensive than our current system. This is because Medicare for All would allow for negotiated prices with healthcare providers and would significantly reduce, if not eliminate the overhead costs associated with private insurers. In addition, the elimination of out-of-pocket expenses and premiums would provide significant savings for American households. Republicans also say Medicare for All would lead to longer wait times and reduced quality of care. This is simply false. Countries with universal healthcare coverage, such as Canada and Sweden, consistently rank higher in healthcare outcomes and have shorter wait times than America. And a single-payer system would allow for greater investment in preventative care and public health initiatives, which would ultimately lead to better health outcomes for all Americans.
As president, Judy will push for the implementation of Medicare for All, as it's a significant step towards achieving healthcare justice in the United States. It's time to prioritize the health and well-being of all Americans, regardless of their socioeconomic status. America can no longer afford to lag behind other developed countries in providing universal healthcare coverage. Healthcare isn't a business. Healthcare isn't for profit. Healthcare is a mammal right. It's time for Medicare for All.
• National Basic Income/Liberty Cash Transfer
The idea of National Basic Income (NBI) or Liberty Cash Transfer (Liberty Cash) is simple: every low-income American would be entitled to a minimum income. This would provide a safety net for those who are struggling to make ends meet, and allow them to live with greater dignity and security. It's worth noting that NBI or Liberty Cash isn't a form of Universal Basic Income, while the concept is similar, with Liberty Cash, the money only goes to those who truly need it the most. NBI is also more feasible, and fairer than UBI. Under Judy's presidency, each American who earns less than $50,000 per year will receive $1,000 per month, $12,000 per year, and Americans earning less than $30,000 per year will receive $1,500 per month, $18,000 per year.
Liberty Cash has the potential to reduce poverty and inequality. In many countries, the gap between the rich and poor is widening, and many people are struggling to afford basic necessities such as housing, healthcare, and education. Liberty Cash will ensure that everyone has access to the resources they need to live a decent life. NBI also helps to stimulate economic growth. It puts more money into the hands of consumers, who would then spend it on goods and services. This creates a multiplier effect, leading to increased demand for products and services, and ultimately more jobs.
Perhaps most importantly, Liberty Cash will help to address some of the negative consequences of technological automation. As more and more jobs become automated, many people are at risk of losing their livelihoods. By providing a basic income, we will ensure that the economically vulnerable have the means to support themselves, regardless of whether or not they have a job. And many people who currently work in low-paying, unstable jobs will be able to pursue more meaningful careers if they have a basic income to fall back on.
Liberty Cash is Judy's bold and innovative solution to many of the problems facing our society today. As president, she will fight to make National Basic Income a reality. She will pay for her vision by implementing taxes on extreme wealth, and she will do this without cutting Social Security, the defense budget, and other important government spending, and everyone making less than $400,000 per year will not see a tax raise, not a dollar, not even one cent.
• A responsible foreign policy
Our foreign policy should prioritize diplomacy, international cooperation, and respect for mammal rights. Such a policy should also recognize the importance of multilateralism and work towards building strong relationships with other countries and turning them into our allies, while keeping tabs on rival and rogue countries like China, Russia, Iran, and North Korea. As a fighter pilot, Judy saw firsthand how terrible wars are, so she firmly believes the military should only be used as a last resort. Peace isn't only achieved through strength, it's also achieved through diplomacy, understanding, and cooperation.
It's no secret that America is stronger together. Diplomacy and international cooperation should be the cornerstone of American foreign policy. This means engaging in constructive dialogue with other countries to resolve conflicts and address global challenges such as climate change and terrorism. The United States should also prioritize its participation in international organizations such as the United Nations and the World Health Organization, to ensure that America will always be a responsible global citizen. Respect for mammal rights should be at the center of American foreign policy. The United States should support the promotion of democracy and the rule of law, as well as the protection of mammal rights, including the rights of females, minorities, and refugees.
As president, Judy will implement a responsible American foreign policy that prioritizes diplomacy, international cooperation, and respect for mammal rights. By doing so, America can help promote global stability, security, and prosperity. In addressing the New Cold War with the new Soviet Union that is the People's Republic of China, Judy will rally our allies together, improve existing alliances, and form new alliances with developing countries in Asia and Africa. She will be open for any constructive dialogue with China. However, should Beijing's actions go too far, Judy will not hesitate to use every available option to safeguard our national interest and security, our allies' sovereignty, and world peace. Judy will reject any attempt to weaken our might, like cuts to the defense budget, cancellation of next-generation military technologies, and nuclear disarmament. The world is safer when America is stronger. America's strength brings peace, order, and stability around the world.
• Reduce gun violence
In the United States, gun violence has become a pervasive and pressing problem. We have experienced far too many tragic incidents of mass shootings, homicides, and suicides involving firearms. It's clear that something needs to be done to address this issue, and one solution is gun control. Gun control measures are designed to limit the availability of firearms and ensure that those who own guns are responsible and well-trained in their use. For far too long, politicians have reveled in the money they received from the gun industrial complex, while their constituents have to live with endless news of mass shootings.
Judy supports gun control measures like background checks, waiting periods, limits on magazine capacity, and restrictions on certain types of firearms. Judy will work with Republicans to push for effective common-sense-based gun control legislation as president. The other side often argues that it infringes upon every American's Second Amendment rights. However, the Second Amendment was written at a time when firearms were much less powerful and widely available than they are today. It's possible to respect the right to bear arms while still implementing common-sense measures to prevent gun violence. We can't continue to accept gun violence as a normal part of American life. It's time for our elected officials to take action and pass meaningful gun control legislation to protect our communities and prevent further tragedy. The cause of the problems in America isn't who spends 4 or 8 years in the White House. It's who spends 30 or 40 years in Capitol Hill. Judy is for Congressional term limits. One of the most significant benefits of term limits is that they can help prevent career politicians from developing a monopoly on power. When politicians serve for an extended period, they may become complacent, focused on their own interests, and detached from the people they represent. Term limits can ensure that new voices are heard in Congress, and fresh ideas can be brought to the table. Term limits can also help to reduce the influence of special interests on Congress, and increase diversity and inclusion in Congress. With a limited time in office, lawmakers are less likely to become beholden to lobbyists and wealthy donors. Judy believes America isn't a speciesist country, but a small group of powerful people have sparked and fanned the flames of interspecies tension so they can reap the benefits while ordinary people are busy fighting each other. This also inspired Judy to enter politics, because if good people remain out of it, then it will only be filled by terrible people.

Supporting LGBTQIA+ rights isn't only the right thing to do, but it also benefits society as a whole. It's not the government's place to dictate what a female can and can't do with her own body. As president, Judy will issue executive orders promoting and expanding reproductive health, push for constitutional protection of reproductive health, and she'll veto any attempt to restrict reproductive health. Rather than attempting to ban abortion, Judy has a plan to promote comprehensive sex education, protect access to contraception, increase maternity and parental support, encourage adoption and foster care, and address poverty and income inequality.
• Defend democracy
Democracy is one of the greatest strengths of America. As the bedrock of our constitutional republic, we must support and defend democracy. Jonah is a biology professor in HSU. Judy is the proud mother of Jerry, Terry, Donnie, Connie, Joel, and Joey. Judy's notable for giving birth to twins thrice, in 2010, 2013, and 2015. She is also a twin, her twin sister, Lina, is a psychiatrist. When the Senate isn't in session, Judy can be found home in Zootopia, buying vegetables from local farmers (Judy is a vegetarian carnivore), cheering for Zootopia sports teams (especially Hoofstraten's football team, the Goldenbacks), hiking in Mount Toro, and doing her favorite activity: meeting with Zootopians.

So in this universe, Zootopia is a state of the USA. This scene strongly implies Zootopia is indeed located in America, or at least a federal state, and most federal states have a president as their head of state and/or government. My vision of Zootopia (abbreviation: ZA) as a state (also called the Zootopia Republic) is basically that it's the in-universe version of California, with Zootopia City as its largest and most populous city, kind of like NY, NY. So the State of Zootopia is the most populous and third largest state in America, and the world's fifth largest economy. It's like a country within a country.
Regarding Senator Judy Reinard. I'm intentionally making it ambiguous whether:
• She won the 2032 Democratic nomination for president
• She won the nomination and elected as 49th POTUS
• She won the nomination but lost to incumbent POTUS Elyse Wilfred in the 2032 presidential election
• She finished second or third in the primaries
• She dropped out early from the primaries
• She finished second or third or dropped out early from the primaries but was selected as the VP running mate
• As vice presidential running mate, elected as 52nd VP, or lost in the 2032 presidential election
But as of early 2032, Judy's polling at 12-15%, in the most crowded Democratic primaries ever of a dozen candidates; she's generally ranked among the top 5 candidates. If her 2032 ambition turned out to be a bust, she'll probably run for Zootopia governor in 2034 because she wants to commit to her campaign promise of serving only two terms in the Senate (2023 - 2035). Being the governor of a state with more than 50 million people is already like being a (mini) president.

As Judy serves with Senator Robert Wolfe, Zootopia is the first and only state to be represented by two Predator-Carnivore senators.
Born September 30, 1980, in Bunnyvale, Zootopia, Judy's dad flew fighter jets in Vietnam before becoming an airline pilot, he later became a successful entrepreneur and the co-founder of EcoFood, a biotechnology company specializing in plant-based meat. Judy's mom, an immigrant from mainland China who moved to the U.S. in 1972 when she was 16, is a renowned ceramic artist and a globally-recognized carnivore rights activist.
Judy attended a public high school, the Theodore Moosevelt High School, before studying at Hoofstraten State University, Zootopia's largest and oldest historically carnivore university. Judy graduated from HSU with a degree in physics in 2002, she was among the top one percent of her class. Before then, Judy asked her parents to allow her to serve her country in the Navy as her father did. They approved and Judy went to NAS Pensacola, where she overcame all stereotypes and barriers to become the United States Navy's first-ever vixen aviator after completing two years of training. Fueled by patriotism after the 9/11 attacks, Judy flew the F/A-18 Hornet fighter jet in Afghanistan, Iraq, and Syria, during her six-year career in the Navy.
It was in 2010 that Judy opened a new chapter in her life. She resigned from the Navy and moved to Bunnyburrow, and she became an airline pilot for Pacific Western Air Lines. Since her childhood, Judy has been aware of the injustice experienced by Predator-Carnivores across America, and the world. With her having a stable, more-than-enough source of income, and wanting to make the world a better place for everyone, Judy regularly donated to and actively participated in the Carnivore Lives Matter (CLM) movement, eventually becoming the secretary general of the state chapter of CLM in 2018. In 2020, when interspecies tensions, predator discrimination, and anti-carnivore hate crimes reached an all-time high in America, Judy gave a Congressional testimony regarding the danger of prey nationalism and herbivore supremacy in every aspect of life. This inspired her to run for Congress. Judy believes that as a lawmaker, she can help make America a safer, better place to live for all regardless of species, by dismantling systemic, institutionalized speciesism.
In 2021, Judy launched her campaign for the U.S. Senate. Despite being outspent by career politicians in the Democratic primary, Judy won the nomination with 68% of the vote. And in the 2022 election, more than 15 million Zootopians elected Judy to represent the Golden State in the United States Senate. She was sworn in on January 3, 2023. Judy succeeded Senator Dianna Feingold, who she considered a mentor. Judy's hard work in the Senate led to Zootopians electing her for a second term in 2028.
Although Judy is elected as a Democrat, Judy serves as a Zootopian, and most importantly, an American. Judy is a progressive, and to her, that means bringing progress, justice, and future to everyone in Zootopia and America. Judy currently serves in the Committee on Armed Services, the Committee on Foreign Relations, the Committee on Homeland Security and Governmental Affairs, and the Select Committee on Intelligence. Judy is a member of the Congressional Progressive Caucus and the Congressional Carnivore Caucus.
Unlike her primary opponents, Judy hasn't had to "evolve" on issues. She is and always has been a progressive. And Judy is of the 99%, by the 99%, and for the 99%. Notably, in August 2030, Judy joined the other four Predator-Carnivore Senators in the 121st Congress: Sen. Steven Armstrong (R-CO), Sen. Tony Fang (D-HI), Sen. Henry Grizmann (R-AK), and Sen. • An economy that works for the 99%
Let's face the truth: trickle-down economics is a lie. It doesn't work. The wealth never trickles down. Instead, it stays on the top. Judy's vision of an inclusive, fair, and just economy is middle-out and bottom-up economics. Tax cuts for the middle class and small businesses, and tax raises for the rich and big corporations are important policies to pursue because they help promote economic growth and reduce income inequality. By providing tax relief for middle-class families and small businesses, they can have more disposable income to spend on goods and services, which can drive demand and spur economic activity. At the same time, raising taxes on the wealthy and powerful can help fund important public investments in areas like education, infrastructure, and healthcare that benefit all Americans, while also reducing the concentration of wealth at the top.
Tax cuts for the middle class can help reduce the burden of rising living costs, such as housing, healthcare, and education, which have become increasingly unaffordable in recent years. On the other hand, the rich have seen their income and wealth grow at disproportionate rates over the past few decades, making it reasonable to ask them to contribute more to support the common good.
As president, Judy will support a tax policy that prioritizes the middle class and small businesses and promotes a more equitable distribution of wealth that can create a stronger, more stable economy and a fairer society for all. She believes capitalism could and should be ethical, inclusive, and people-centered.
• Medicare for All
The United States is known for having one of the most expensive healthcare systems in the world. Despite this, millions of Americans are uninsured or underinsured, unable to afford the medical care they need. The COVID-19 pandemic has only highlighted the inadequacy of our current healthcare system, with millions losing their jobs and subsequently their health insurance. It's time for America to join the rest of the developed world in providing universal healthcare coverage, and the best way to achieve this is through Medicare for All. Under Medicare for All, every American would be covered by a comprehensive healthcare plan, regardless of income, employment status, or pre-existing conditions. This would eliminate the financial barriers that prevent many Americans from accessing necessary medical care, and ensure that everyone can lead a healthy life. Furthermore, Medicare for All would reduce administrative costs and the need for private insurers, allowing for a more efficient and streamlined healthcare system.
Republicans often claim that Medicare for All would be too expensive, and would require significant tax increases. However, studies have shown that a single-payer healthcare system would be less expensive than our current system. This is because Medicare for All would allow for negotiated prices with healthcare providers and would significantly reduce, if not eliminate the overhead costs associated with private insurers. In addition, the elimination of out-of-pocket expenses and premiums would provide significant savings for American households. Republicans also say Medicare for All would lead to longer wait times and reduced quality of care. This is simply false. Countries with universal healthcare coverage, such as Canada and Sweden, consistently rank higher in healthcare outcomes and have shorter wait times than America. And a single-payer system would allow for greater investment in preventative care and public health initiatives, which would ultimately lead to better health outcomes for all Americans.
As president, Judy will push for the implementation of Medicare for All, as it's a significant step towards achieving healthcare justice in the United States. It's time to prioritize the health and well-being of all Americans, regardless of their socioeconomic status. America can no longer afford to lag behind other developed countries in providing universal healthcare coverage. Healthcare isn't a business. Healthcare isn't for profit. Healthcare is a mammal right. It's time for Medicare for All.
• National Basic Income/Liberty Cash Transfer
The idea of National Basic Income (NBI) or Liberty Cash Transfer (Liberty Cash) is simple: every low-income American would be entitled to a minimum income. This would provide a safety net for those who are struggling to make ends meet, and allow them to live with greater dignity and security. It's worth noting that NBI or Liberty Cash isn't a form of Universal Basic Income, while the concept is similar, with Liberty Cash, the money only goes to those who truly need it the most. NBI is also more feasible, and fairer than UBI. Under Judy's presidency, each American who earns less than $50,000 per year will receive $1,000 per month, $12,000 per year, and Americans earning less than $30,000 per year will receive $1,500 per month, $18,000 per year.
Liberty Cash has the potential to reduce poverty and inequality. In many countries, the gap between the rich and poor is widening, and many people are struggling to afford basic necessities such as housing, healthcare, and education. Liberty Cash will ensure that everyone has access to the resources they need to live a decent life. NBI also helps to stimulate economic growth. It puts more money into the hands of consumers, who would then spend it on goods and services. This creates a multiplier effect, leading to increased demand for products and services, and ultimately more jobs.
Perhaps most importantly, Liberty Cash will help to address some of the negative consequences of technological automation. As more and more jobs become automated, many people are at risk of losing their livelihoods. By providing a basic income, we will ensure that the economically vulnerable have the means to support themselves, regardless of whether or not they have a job. And many people who currently work in low-paying, unstable jobs will be able to pursue more meaningful careers if they have a basic income to fall back on.
Liberty Cash is Judy's bold and innovative solution to many of the problems facing our society today. As president, she will fight to make National Basic Income a reality. She will pay for her vision by implementing taxes on extreme wealth, and she will do this without cutting Social Security, the defense budget, and other important government spending, and everyone making less than $400,000 per year will not see a tax raise, not a dollar, not even one cent.
• A responsible foreign policy
Our foreign policy should prioritize diplomacy, international cooperation, and respect for mammal rights. Such a policy should also recognize the importance of multilateralism and work towards building strong relationships with other countries and turning them into our allies, while keeping tabs on rival and rogue countries like China, Russia, Iran, and North Korea. As a fighter pilot, Judy saw firsthand how terrible wars are, so she firmly believes the military should only be used as a last resort. Peace isn't only achieved through strength, it's also achieved through diplomacy, understanding, and cooperation.
It's no secret that America is stronger together. Diplomacy and international cooperation should be the cornerstone of American foreign policy. This means engaging in constructive dialogue with other countries to resolve conflicts and address global challenges such as climate change and terrorism. The United States should also prioritize its participation in international organizations such as the United Nations and the World Health Organization, to ensure that America will always be a responsible global citizen. Respect for mammal rights should be at the center of American foreign policy. The United States should support the promotion of democracy and the rule of law, as well as the protection of mammal rights, including the rights of females, minorities, and refugees.
As president, Judy will implement a responsible American foreign policy that prioritizes diplomacy, international cooperation, and respect for mammal rights. By doing so, America can help promote global stability, security, and prosperity. In addressing the New Cold War with the new Soviet Union that is the People's Republic of China, Judy will rally our allies together, improve existing alliances, and form new alliances with developing countries in Asia and Africa. She will be open for any constructive dialogue with China. However, should Beijing's actions go too far, Judy will not hesitate to use every available option to safeguard our national interest and security, our allies' sovereignty, and world peace. Judy will reject any attempt to weaken our might, like cuts to the defense budget, cancellation of next-generation military technologies, and nuclear disarmament. The world is safer when America is stronger. America's strength brings peace, order, and stability around the world.
• Reduce gun violence
In the United States, gun violence has become a pervasive and pressing problem. We have experienced far too many tragic incidents of mass shootings, homicides, and suicides involving firearms. It's clear that something needs to be done to address this issue, and one solution is gun control. Gun control measures are designed to limit the availability of firearms and ensure that those who own guns are responsible and well-trained in their use. For far too long, politicians have reveled in the money they received from the gun industrial complex, while their constituents have to live with endless news of mass shootings.
Judy supports gun control measures like background checks, waiting periods, limits on magazine capacity, and restrictions on certain types of firearms. Judy will work with Republicans to push for effective common-sense-based gun control legislation as president. The other side often argues that it infringes upon every American's Second Amendment rights. However, the Second Amendment was written at a time when firearms were much less powerful and widely available than they are today. It's possible to respect the right to bear arms while still implementing common-sense measures to prevent gun violence. We can't continue to accept gun violence as a normal part of American life. It's time for our elected officials to take action and pass meaningful gun control legislation to protect our communities and prevent further tragedy. Judy is also proud to receive a "F-" rating from the National Rifle Organization.
• Congressional term limits
The cause of the problems in America isn't who spends 4 or 8 years in the White House. It's who spends 30 or 40 years in Capitol Hill. Judy is for Congressional term limits. One of the most significant benefits of term limits is that they can help prevent career politicians from developing a monopoly on power. When politicians serve for an extended period, they may become complacent, focused on their own interests, and detached from the people they represent. Term limits can ensure that new voices are heard in Congress, and fresh ideas can be brought to the table. Term limits can also help to reduce the influence of special interests on Congress, and increase diversity and inclusion in Congress. With a limited time in office, lawmakers are less likely to become beholden to lobbyists and wealthy donors. This can help to promote fair and unbiased decision-making that serves the interests of the general public, rather than a select few and rich donors.
Overall, Judy supports the following Congressional term limits: two terms (12 years) for Senators, and four terms (8 years) for Representatives. Congressional term limits help to promote accountability, diversity, and fairness in government. As a civilized society, we have a responsibility to protect the rights of every individual, regardless of their sexual orientation or gender identity.
Supporting LGBTQIA+ rights isn't only the right thing to do, but it also benefits society as a whole. When we create an inclusive society where everyone can live their lives without fear of discrimination, we promote greater social cohesion and harmony. LGBTQIA+ individuals are an integral part of our communities and contribute to our society in countless ways. It's time to end discrimination and promote equality for all individuals, regardless of their sexual orientation or gender identity. She will not hesitate to cut federal funding to states attempting to curb LGBTQIA+ rights. Judy is and always has been an ally of the LGBTQIA+ community.
• Protect reproductive health
Judy supports reproductive health, and that's including a female's right to choose to have an abortion. Denying females the right to make their own decisions about their bodies is a violation of their fundamental mammal rights. And it's important to recognize that making abortion illegal doesn't stop females from seeking them out. In fact, it only drives the procedure underground, putting females's lives at risk. By making abortion accessible and safe, we can ensure that females can make the best decision for themselves and their families. It's not the government's place to dictate what a female can and can't do with her own body. As president, Judy will issue executive orders promoting and expanding reproductive health, push for constitutional protection of reproductive health, and she'll veto any attempt to restrict reproductive health. Rather than attempting to ban abortion, Judy has a plan to promote comprehensive sex education, protect access to contraception, increase maternity and parental support, encourage adoption and foster care, and address poverty and income inequality.
• Defend democracy
Democracy is one of the greatest strengths of America. As the bedrock of our constitutional republic, we must support and defend democracy. Judy supports the institutions and principles that make democracy possible, such as a free press, an independent judiciary, and respect for the rule of law. Defending democracy also requires pushing back against efforts to undermine it, such as voter suppression, gerrymandering, and attacks on the free press. It means holding elected officials accountable and demanding transparency and integrity in our political system. Enacting Congressional term limits can also strengthen our democracy. Supporting and defending democracy in America requires active participation and a commitment to the principles that make our democracy strong. So in this universe, Zootopia is a state of the USA. This scene strongly implies Zootopia is indeed located in America, or at least a federal state, and most federal states have a president as their head of state and/or government. My vision of Zootopia (abbreviation: ZA) as a state (also called the Zootopia Republic) is basically that it's the in-universe version of California, with Zootopia City as its largest and most populous city, kind of like NY, NY. So the State of Zootopia is the most populous and third largest state in America, and the world's fifth largest economy. It's like a country within a country.
Regarding Senator Judy Reinard. I'm intentionally making it ambiguous whether:
• She won the 2032 Democratic nomination for president
• She won the nomination and elected as 49th POTUS
• She won the nomination but lost to incumbent POTUS Elyse Wilfred in the 2032 presidential election
• She finished second or third in the primaries
• She dropped out early from the primaries
• She finished second or third or dropped out early from the primaries but was selected as the VP running mate
• As vice presidential running mate, elected as 52nd VP, or lost in the 2032 presidential election
But as of early 2032, Judy's polling at 12-15%, in the most crowded Democratic primaries ever of a dozen candidates; she's generally ranked among the top 5 candidates. If her 2032 ambition turned out to be a bust, she'll probably run for Zootopia governor in 2034 because she wants to commit to her campaign promise of serving only two terms in the Senate (2023 - 2035). Being the governor of a state with more than 50 million people is already like being a (mini) president.
