I see. If he could run, then he would have done so instead of trying the shot.

He's got a quiver left. If he can't leave to fight another day, his only chance is to start shooting at where she has to be standing in order to shop the hole.

He can run either way along the balcony. He took the shot because he hasn't totally given up on his mission yet (plus that would stop her from chasing him).

Persistence will bag her an assassin.

Continuing running will get him a few minutes more among the living.

I doubt she'll keep him alive for a single second once she catches him. After all, she probably has a pretty good idea who and possibly why their doing it.
