It's never easy to admit when you can't back your own hype. Even if the smart thing to do is lie down and take the loss, it's always a bitter pill to swallow. And for someone like Carmelita Fox, who's always been so damn proud of being a cop, it burns her pride to have lost against a professional criminal of similar skill and capability as Sly Cooper...especially when said criminal called her out on her actions regarding the master thief, and how he reckons Sly was the secret to her successful reputation.
But with three out of four limbs rendered relatively useless by the impact paint rounds that Cerberus was "merciful" enough to employ, Carmelita's can only lie there and insist to herself that Cerberus is wrong, even as the ace criminal walks away...
CREATOR'S NOTES:
Anyone who's had to accept defeat in some form can probably relate with Carmelita's frustration right now. Armored Core 6 fans, in particular, might get it.
Also, when you think about it, a LOT of Carmelita's more famous arrests (the Fiendish Five, Don Octavio, General Tsao) came about thanks to Sly Cooper running bringing them down or disrupting their operations first. Carmelita herself is mentioned as busting criminals left and right after the events of Thieves in Time, but no word if they were as high profile as previous bad guys. It'd be an interesting plot detail for Interpol's internal affairs division to pick up on this and start questioning whether Carmelita really IS the hot-shot that everyone thought she was.
It'd be another point of tension between Carmelita and Sly if they ever ran into each other again, for sure. Especially if she's trying to prove to everyone -- including herself -- that Cerberus was wrong in his assessment.

Poor Carmelita. She's a very good officer, there's no doubt about that. But...having to accept just how much Sly helped her in the past has got to hurt.
